when changing the front tire - re-assembling the wheel to fork and torquing the axle to 26 -32ftlbs per the clymer manual - once completed do the wheel spacers turn or are they locked in to the forks and placing pressure on the inner race of the wheel bearings therefore not spinning when the wheel spins?

should be tight.

The one with a wide flange should be on the disk side.

they are tight just wanted to make sure that was the correct re-assembly result.
