as the diagram shows some question marks, I'm not sure those hooks ups are right. It looks right but go at it with some caution.
that being said... the bike will start without the decomp, but make sure you back up against the compression stoke before hitting the button. And I wouldn't recommend it for a pre '95 at all. '95's have a torque limiter in the starter that keeps the engine from going backwards and busting out the starter bosses.
the reason for the decomp is to release compression on the 1st stroke because the starter won't go thru it w/o some inertia from the flywheel.
