I got tired of looking for fairly priced saddle bag supports so I went to a local hardware store and just looked around. I found some 1/2" aluminum conduit. ~$2.00 for ten feet.
I then borrowed a bender and here's how it came out.

Straighten the wire and each bag needs no more that this much support.

Needed something really hard I could flatten on. The bar that I use for my bike lifter will work.

Drill some holes.

Not too bad. Pain in the ass factor of 4 (1-10). It would be 10x easier with the rear tire removed but I didn't want to go there. Should have at least raised the rear off the ground as I found out when I went to install this.
