What am I missing here. Is this right ? What does the brace do that the headlite bracket doesn't just 3" below it ?

Its job is to keep them in a straight line at the top, the way the axle does down low. When that happens, the front tire gets pointed more in a straight line, pointing out from the center of the handlebar, IF its put on that way.
