Super high idle and no throttle response

I took off the carb, changed jets and added a cone type filter and removed the muffler (waiting on new one to come in).  I put everything back together and started it up and the just just runs at a super high speed.  Twisting the throttle has no effect.  Any ideas on what I did wrong?  Could this be caused by a vacuum leak?

At the same time, I also replaced the petcock on the tank with a Raptor one and removed the charcoal canister (it's a CA bike)

I think you put it back together with the cable stuck somewhere.

The cable is attached to the carb and when I twist the throttle, it actuates the carb.

Did you push the carb fully into the intake manifold (rubber bushing)?

And did you plug the cannister port?

You were right the first time.  The throttle cable is not kinked and I had it connected but it was "pulling" the carb open due to it being about 1/4 inch too short.  

I do have the the cable in the little "socket" with the snap ring attached to the carb and the "t" at the end of the cable in the appropriate slot.  But when I do this it "pulls" the carb open a bit.  I'm not sure how that could have happened.

I'll have to take the tank back off to see what is going on under there.

yes, something is not fitted properly with the cable.

as you said, remove the tank and remove & replace the cable again...check good cable action before putting the tank back on.
then check it again after the tank is on.

Ended up being the throttle return wasn't working.  When I disconnected the cable from the carb and turned the throttle, the cable just wound up in the throttle at the bar and got "sucked" up into the sheath.  Disassembled the throttle, oiled, and reset the cable. Now works great!
