Not oil plug cap leak?

I have taken off the head cap and found the old oil plug cap was sealed with sealant, took it out and checked where the head bolt is and it was dirty but dry. Oil leak seems to start at the head junction from the dry dirt above and the oily dirt below junction.  Do I take the head off to check the gasket or only check the torque on the head bolts to stop the leak, taking out the bolts oiling them and re-installing?  The previous sealant on head cap was applied thinly and does not seem to be on the surface but has squeezed out the sides.  Some was put on the cam cap at the end of the cam shaft which I understand is a no-no.The hole for the oil-plug cap had a partial ridge on the edge away from the cam chain, and also a ridge going down the hole on the cam low side, are these normal?
It is an 86 Savage with about 15,000 miles on it.
