If you added to the diameter of the front pulley, I doubt it would fit in the rather tight guard. If you change the rear pulley by enough to matter (3-4 teeth) I think you will get out of range of the axle's tension adjusters.
As previously mentioned, just increasing the diameter of the rear tire can make a noticeable difference in the highway gearing. However, as for gas mileage, I don't think my 99 with the bigger 140/90 rear tire gets any better mileage than my 87 with the stock 140/80 on it. But that may be entirely due to carb jetting or other factors.
