Throttle Cable stuck

Watsup buddies, i just installed new grips on my savage, but the throttle cable is stuck and it wont let me twist the throttle.  I took it apart and tried pulling it manually and it wont budge, any ideas of wat might be the cause?

See you have a possibility answer in the gripping part. But you shouldn't have got glue up that far. Is it possible you wound the throttle cable backwards on the drum or have it pulled all the way out? PLease leep us posted. Max

I havent used any glue yet on the grips so that possibility is out of the question.  Im pretty sure the cable is not already extended to its max.  it was fine, i started it up once or twice and then out of nowhere it just wouldnt budge, wouldnt let me twist the throttle.  Thats wen i took the whole thing apart and saw it was the throttle cable that wasnt moving and not the grip.  I tried it w/ the clutch in, in 1st, and neutral.

Can you manually move the butterfly valve (Where the throttle canbel goes to)?

Cable lube?

Are the cables twisted internally?

I can move the cable with my fingers, but i cant pull it that is why it wont let the new throttle grip twist cause the cable will not extend at all. I havent checked if the line is twisted, but I dont see how it could get twisted just sitting there but i'll double check on that.  Any other ideas?
