Okay.  I knew that but normally it is (simply?) called a Decompression module.  The 2 timers work together to sync  the exhaust valve opening and delay the starter spin on-time when you press the button.  And generally speaking, it happens so fast that no one notices.  You hear the clunk of the decomp. solenoid and then the starter relay.

Just wanting to get an accurate description that very well may help others (and myself), in the event this happens again.
