Sure, safety is an issue. I've felt mine float along the roadside too 8)
But, I was assuming that "welding a solid steel rod to a bike as footpegs" meant the rod would be welded directly to the frame tube (not the chrome mounts) and that would create a weak point at the frame.
I was being supplemental and don't figure it to be desireable, either way.
