Has anyone ever seen this exhaust restrictor

Hi, i am a new savage 650 owner and forum member
Today i took off the muffler and at the end of my downpipe there was a washer with a small tube welded in the end of my downpipe. This is only letting the exhaust come out of a 10mm hole, i could barely fit my pinky in the hole.
I know my country (Norway) have had some rules that says the importer of bikes must put in restrictors. If anyone has seen this do you know if there are more restrictions? Maby a restrictor in the carb/intake to balance out the restriction in the exhaust? I tried to add a picture but it did not work, i will try again to put it in as a response.

The pipe is double-walled. The outside and the inside come together there.The inside is not restricted.
I have never seen such a small pipe/ hole on a Savage exhaust header as you describe, and I think you don't have a standard silencer on it and that someone wanted to quiet it down whit that small pipe
I can't imagine a dealer installing something like that.
I also see no reason why there would be a restriction in your intake.
Do you have more pictures?
I live in the Netherlands, and there, importers are only required to make these kinds of modifications for mopeds to stay within legal maximum speed limits, which are higher in neighboring countries.
For motorcycles, only emission requirements apply.

You are probably right that this is not done by a dealer, i pulled it out and it was welded very bad and looked very unprofessional. I will take a ride today and see if i notice a difference. The sound is so much better now, a bit louder but not alot but the tone is much deeper

In some countries the carb has a plastic insert above the slide that prevents it from lifting completely - and it limits the power/speed of the engine.
There also has been photos of an electrical switch on the carb that activates under full throttle in some countries. Nobody has ever been able to find out what the switch does - however we suspect it may be a device to retard timing under full throttle.

I would also check your carburetor tuning. The standard jets might not be in there. A change in the exhaust can affect the tuning and maybe they re tuned it when they put that restriction in.

By default, the Savage's carburetor in Europe is lean-tuned to meet emission requirements, and you can also improve that at the same time.

Interesting, but is this to prevent knock? I thougt you need to advance timing in hig rpm WOT. But i might be mistaken.
I took a ride and there is a noticable diffrence in power after opening up the exhaust restriction, but now the clutch slips in 3 and 4 gear under full throttle. I will order new plates, do you have any tips, i have not swapped chlutch before

I am not a Savage expert like many people here on the forum, but what I do know is that the slipping is sometimes due to the oil.
People sometimes put car oil in it, and then the clutch starts slipping.
I once tried cleaning the plates with a solvent, but that damaged the cork. So putting new ones in is a good idea.
There is a small rod inside the clutch mechanism. This is available new in various lengths. That is to properly adjust your clutch.
And if you buy new clutch plates, soak them in motor oil overnight first.
You are better off asking the more experienced tinkerers for details on types and sizes and so on, but i hope this helps.
