There are approximately 184 million passports in circulation and 155 million votes cast in last election. What’s the problem?

 I'm not sure.  How many voters should have had passports in the last election?

Point is, there’s something to the point that if you can’t go through the process to get this ID, why should the nation be penalized by counting your vote?

 I don't see the connection at all.  Should US Citizens just get the ID or actually leave the country to be qualified to vote?  

 Would US Service members who left the country on orders, but never needed a passport be penalizing the rest of us by voting?  Should their vote remain uncounted?

 "In circulation" means current - not total.  Are humans who had a passport for 30 years - age 18-48, but now are retired and do not plan to leave the country penalizing the rest of us?  Should their vote be revoked?
