I made the brackets out of a baking pan. The metal was thick enough to hold and thin enough to bend around the bracket to get the right shape. (If you use the fuel line cushion be sure you wrap the metal to shape around the fuel line, not just the saddle bag bracket alone.)  I held the ammo can up to the bracket and outlined the location with a magic marker then drilled out the holes.  Put the bolts into the brackets then hold the ammo can up and push the bolt through the ammo can wall, put a self locking nut on it and tighten down.  Took about a half hour.

The saddlebag on my Hurley,... is mounted with an aluminium serving tray re-enforcement...
