Buy a Clymer manual and it will show you how to do maintenance, and how much oil should be in each fork leg.
If you want to check the fork level, support the bike and remove both fork caps (with the fork caps removed the bike will not have any spring support and drop if not supported). Remove the springs and check the level of the oil in each fork leg......add fork oil until the level in the leaky fork leg matches the oil level of the other fork. You can use Automatic Transmission Fluid if you don't want to buy a bottle of fork oil for a few ounces of oil.
To drain and refill both fork legs you will need to remove the front wheel and axle and remove the bolts at the bottom of each fork leg....and this will require you to build a tool to hold the damping rods from turning.
