If your allegation is because blue states governed by Democratic politicians more closely follow the Democratic Party platform and therefore are managed better and as a consequences, get less 'governmental handouts' than states governed by Republicans etc....
...then the statement "statistics are like a lamppost to a drunk; they're used more for support than illumination" fits here.
The bluest of all blue states, California, gets more 'handouts' than a number of 'red' states put together.
Now, you could argue that's a consequence of population, and that's true.
But I could also argue that because of that population, they return more to the federal government.
And I won't even bother with the reality that their geographical location, weather, and stunning landscape, gives them an advantage over every other US state.
Point is, your original claim is not the whole story. It's barely the first sentence.
Businesses don't make decisions based on cherry picked statistics like that because they'd quickly go out of business.
If you want to say a red state like Wyoming, Mississippi, maybe Florida ( I don't know) gets X amount of dollars in federal 'handouts' while paying X amount less in federal taxes, make that statement and take a stab at explaining why.
