Could anyone do a worse job?

 Me.

 This here is a good example of politics over reality.  

 The action of draining, painting, refilling the pool is the responsibility of the Trump administration, and Trump is the human coming up with the idea, or at a minimum giving the green light.  They should take ownership of the idea, funding and actions.  

 They should also take responsibility for ignoring the water circulation requirements and temperature increase. They were told the algae would grow at an accelerated rate.

 The quality of the actual work however has nothing to do with Trump himself.  There is no reason to think the POTUS selected the actual bonding agent, primer, paint and application method himself.  The paint peeling up was not disclosed beforehand.  

 Trump is responsible for the action of the Reflecting Pool changes, but not the specific outcome based on the materials used.  

 But instead of reality, lets say peeling paint is Trump's fault, and SOCIALISTS! caused the algae because they were too "lazy" to do what they were told.

Since he gave the contract to his own pool guy, I say he gets ALL the blame. In a bureaucracy, if you step outside the normal way things are done, you'd better have rock solid PROOF that you either saved them money or made them money, or you just threw yourself under the bus.
