Shackled and dressed in striped uniforms, the inmates – drug dealers, burglars and violent criminals – are made to work in community projects, such as picking up litter, cleaning streets, painting over graffiti and burying the dead.
To say he rules his open-air prison with an iron rod would be an understatement. “Criminals should not live in luxury until it’s time for parole, only to go out and commit more crimes,” he reasons.
To that end, he tells inmates complaining of the heat: “It’s between 120 to 130 degrees in Iraq and our soldiers are living in tents, too, and they have to walk all day in the sun, wearing full battle gear and get shot at, and they have not committed any crimes, so shut your darned mouths!”
They have to comply with military-style discipline.
Arpaio has banned coffee, smoking and pornographic magazines and taken away weightlifting equipment, arguing: “They’re in jail to pay a debt to society, not to build muscles so they can assault innocent people when they leave.”
His attempt to ban cable TV was thwarted when he discovered it was in contravention of a federal court order – so he duly reconnected it, at the same time dictating that it should only air the Disney and weather channels “so these morons will know how hot it’s gonna be while they are working on my chain gangs”.
Whenever inmates complain at the often unbearable conditions, he retaliates with: “This isn’t the Ritz Carlton.
If you don’t like it, don’t come back.
