The difference between an automatic reaction and a conscious action is that there is consciousness involved in the latter.

You must be aware that it is an automatic reaction before a conscious action can follow that is not a reaction but an appropriate response to the situation.
Responsibility—that is where the word response is also contained. I think Trump is acting irresponsibly.
