Handle bar insert removal.

I have a 2020 S40 with stock straight bars. After I removed the bar end cap I found an insert inside of the handle bar. I am trying to install a Kaoko throttle stabiliser but this insert is in the way. I have tried knocking it further in but it doesnt move. Does anyone kow why its there and how best do I move it. If a Hammer doesnt work can I drill it out?

they're welded in 2 spots on each side.
I don't think they're removable,
save yourself a lot of effort and buy new bars.
