The Trump Doctrine

Imagine a neighborhood, and there’s one guy who has a mean, vicious dog, which has gotten out and attacked children. The local police don’t seem to have the desire to confront him and force him to keep the dog under control.

A couple of neighbors, thinking they can appease this gentleman, do things like buy food for the dog, and offered to pay to fix his fence and things like that. But nothing changes, because honestly, the guy hates children and enjoys his dog attacking them.

Finally, a new neighbor moves in the neighborhood, experiences some attacks on his children, and he walks over with a gun and kills that dog and tells the guy if he gets another dog, he’s going to kill him.

This was based on an actual situation where I lived once. No, I did not kill this guy’s dog but I was prepared to if it got out and came in my yard. I did tell the police to confront the guy when he was walking that dog. And to do so with the purpose to entice the guy to let the dog lose and attack so they could shoot and kill it.

Maybe they did because I stopped seeing it.

 How do police "force" the human to keep the dog under control?  

 Do they set up a 24/7 manned perimeter to observe the owner with the dog?  Do they take the animal away?  Do they build a secondary fence around the owner's property that only the police can control access to?

 Other than animal removal, there really isn't much law enforcement can do to "force" someone to do things with an animal.  They really can't "force" people to do much unless they are incarcerated in my opinion.

 This is an opinion.

Rather simple.

Police ask -  'is that your Dog', is that is the dog that attacked .........
Police say, You will control your dog, or be fined, or be jailed.
 And you will be responsible for any damages or repair your dog creates.

 They can however "force" someone who is incarcerated to not own a dog.  This is no different than saying the Government takes a 50% staffing cut but they are "forced" to do the full job.  This is fundamentally flawed logic in my opinion.

 To me this is not actually "forcing" them to control the animal.  My opinion is this is not actually "forcing" them to control the animal.

 I understand the point, but I think the methods for animal control are beyond the capacity of Law Enforcement.
