 While this is correct, in many countries toilet paper can not be flushed, it should not take almost 2 decades for this to be educated to a local population.  They simply refuse to comply for some unknown reason.

 When I was working full time in a medical center staff were reporting about feces being stuffed into trash cans.  Many assumed it was some retaliatory move by an addict however I was aware that a family from Honduras was there with a patient.  They habitually wrapped their TP up and discarded it into the trash can in the bathrooms as they were unsure that TP could go down all toilets.  They assumed they were doing the right thing.

 It took 5 minutes tops of assuring them and the problem was solved.  An entire community having this ongoing issue for over a decade can not be exclusively the fault of any one political party.  

 People whining that immigrants are here does not help, people whining that it is "racist" for acknowledging the humans defecating in public are part of the problem, does not help either.

My only complaint is the MAGATs ALWAYS want to deport foreigners. No matter if they're students, legal green card holders, naturalized, or refugees. Their only answer is "send 'em back". It's built-in bigotry, if not abject racism.

 Agreed.  I grew up on a farm and the answer was always to complain and deport.  As a kid I always used to think I would end up doing all this field work because the people demanding the labor get deported certainly were not going to do it.
