That's not even close to being true and you know that. Smuggling does not require a direct unimpeded travel to a final destination.
Killing humans on boats is the goal. The amount of fuel is not pertinent to that goal. Claiming a boat, or any mode of transportation can not be smuggling unless it has enough fuel on-board to reach the US is asinine.
By your logic a truck full of fentanyl that doesn't have enough fuel to get to the US, "cannot be smuggling". Also it doesn't matter because killing the operators is the goal, they could be sitting on the side of the road with no fuel at all. Fuel amount is not relevant, they could simply pass the illegal goods onto another method of transportation - we all know this, which is why the fuel argument is completely pointless.
