 They aren't saying they are using that boat to come to the US.  When we bombed cocaine factories nobody was arguing that the factory was going to end up in the US.

 What I find interesting is "the media" and the US Government can't be trusted, and now all the sudden we are supposed to trust the media and the Government.

Then the dregs of the McCarthy Era politicians began to instill terror in the US population with lies about LSD, mescaline, psilocybin, etc., causing a media frenzy and general panic: people who take acid jump out windows, LSD causes chromosome damage, the DEA even had a policy that anyone whomever took acid more than 3 times was already psychotic. Basically, they destroyed the best chance we ever had at understanding human behavior. Psychology was left with none other than Carl Rogers, the father of mediocraty. You want to know where permissive parenting, participation trophies, and "it's not their fault, it's the system" came from? That's where. The world got ripped off from an actual scientist and given psychological entropy instead. We are just now starting to understand that Leary was right.

It has nothing to do with "good vs Evil, Satan, or any other mythological BS.

This states a "requirement" to refuse to follow illegal orders. The example it uses is literally "orders to fire upon the shipwrecked".
