 Nobody thinks those boats are coming to the US.  When we bomb cocaine factories does it make any sense to say the factory could be refueled 100 million times and never reach the US?

 We are bombing the humans and the drugs.  

If these "drug" boats are for real,.. why don't we surveil them to see where they go and capture the transfer?

I've never said SCOTUS can make a law "not reviewable". I said that Congress can, in some instances, make laws that are not reviewable by SCOTUS. They can, involving enforcement rules made by federal agencies, and restricting those rules, so YOU made that up, too.
If you reference laws and are NOT a lawyer, YOU don't have any idea what they mean in legalese, at least your opinion has no more weight than mine, so you MADE UP expertise.
