 Not on US citizens.  US law prohibits the use of that specific profiling technology on US soil.  We can't have it both ways.

Yeah, well, that might be the Law, but I'm not sure They always operate inside the laws,when it comes to citizens and their right to privacy.
I also don't know what kind of Time dad and Weirdo spent together. Seems like dad should have noticed Something IF they were regularly in face to face contact for any amount of time.. Not taking ten minutes,, enough time to talk about things..

IIRC it was Clapper who answered a question about the government capturing Information from conversations of citizens.
He downplayed it as much as he could and went with
Not Wittingly..
So if I fire into the distance,indiscriminately, and Unwittingly shoot someone, it's okay?

So, 'RED' laws are Illegal ?

 It depends I guess - Esri, the company mentioned doesn't even do that.  Having employed humans that work on those types of things I can say it is rarely one human that comes up and knows the entirety of the program.  For instance the the predictive modeling software ArcGIS that I have worked with myself is used by the same Esri model the shooter's father "worked in".  That's a team of over 3000 people, I guarantee they don't all use the final product.  

 Esri doesn't "predict human behavior" as the article claimed, that's intentionally misleading.  Esri is geospatial analytics that gets passed onto predictive modeling teams.  

 This is like saying a guy who contracts with the State lifeguards should have known his kid was going to drown.  He should have known his kid struggled in water or couldn't swim because he is his father, not because he held "top level" contracting positions building software that predicts riptides.
