It's important to differentiate CVI from CHF (Congestive Heart Failure).  The thing is, CVI is, well, chronic. It doesn't just happen; it develops over years. For Don TACO's legs to suddenly start swelling does not sound like typical CVI. There are recent photos of Don TACO from behind that clearly show that, in addition to his diaper, he now has a catheter leg bag under his clothes. (Whether it's a condom cath or a Foley, you can't tell.) Old guys can have problems with incontinence, especially if they are taking diuretics like Lasix--- which is the first level treatment for CHF.  His "excellent health" may not be so excellent.
