 I remember sitting at the tail-end of a meeting regarding "purchase card use" for Federal cards while waiting for my meeting to start.

 They pulled up a spreadsheet of "unapproved" purchases in the past 6 months and easily 80% of those were Federally employed humans with less than 6 months of time left.  Most of them fuel purchases, my opinion is for personal vehicles.  This is an opinion.  

 They were writing those off as losses because the accountability process took longer than the Federally employed human's remaining employment time.  Any non-Federally employed human would have been fired by Friday for that type of abuse.  This is my opinion.  It is an opinion that any non-Federally employed human would have been fired by Friday for that type of abuse.
