 That's what it is supposed to be, but it, like literally all things, can be abused.  

 Abused by only selecting a minority to meet a policy to have X-amount of non-white humans selected and also abused by claiming DEI can only result in underqualified hires.  Everyone can find a way to vilify anything.

 I've used DEI by policy for hiring for decades because I am only interested in the most efficient outcomes.  Often times it is more efficient to hire an equally qualified woman for instance.  I will however be accused of hiring an underqualified woman over a man based off her sex.

 DEI can also, when abused, have quotas.  Just as DEI with no quotas can be accused of it without merit.
