Most headlight bulbs have lower wattage for the low beam and a higher wattage for the high beam.
The H4 bulb in the Savage are 60 watt high/55 watt low.
You can buy H4 with other wattage combinations like 100/90 - but generally the low beam is always a bit less wattage.
So, in effect the low beam is "dimmer".
