The reported numbers are pretty high. And it's been going on for a while. I think there has been a Decree that the Regular Guy isn't supposed to be flying after dark. So, someone is doing it. Reports vary. How big are they?

Because what they also do is drop beacons. If GPS signals are no longer available, you can have weapon systems use the beacons to navigate and hit targets.
Together with the 3D maps, all targets that are strategically important can be taken out under all circumstances with relatively small weapons with extreme precision.

This clears the way for dropping small, remotely controlled weapon supplies on American soil.

Together with all the smart devices in the house and electronic devices you can hit the enemy where it hurts the most, at any time, with deadly precision.
Think of the beepers from Hesbolla.

 It's plausible the organization, State police, that said they can not detect the frequency are unable to.  This does not mean that no human or organization in the US are helpless to detect the frequency.

 The idea that slow moving lighted drones are being used to secretly map the US is implausible.  It's like secret agents infiltrating your business with trucks lighting up the doors as they walk in slowly with flashlights.

 These drones want to be seen, most likely want to be in the news.
