 Nope, not true.  The bill appropriates actions for DHS in a multitude of situations.  What you have been lied to about is most likely this:

Among other provisions, the bill provides DHS emergency authority to summarily remove or prohibit the entry of certain non-U.S. nationals within 100 miles of the southwest land border. DHS may exercise this authority if DHS encounters an average of 4,000 non-U.S. nationals within a seven-day period. If the number of encounters reach certain higher thresholds, DHS must exercise the emergency authority. This emergency border authority expires after three years and may be modified by the President under specified circumstances.

 You are correct that the numbers are too high.  You are incorrect about the 8500 must be allowed in before they can close the border.

Is there some reason why the border patrol can't stop them? No.
Well, except for the people in DC. This stupid game has been being played all my life. It's A MUTHAFUKKIN BORDER. Control the flow of people. Period. If that means live fire and dead people, so be it..

My source was NBC news.
Knowing how government works, by the time they calculated a 7 day average, it would be into the next week and they would not have acted. A single day of 8500 might have triggered a closure the very next day, but I seriously doubt that.

At 4000 per day average, it’s up to the discretion of the DHS to close the border but since they report to the Democratic administration who are clearly looking for voters, that’s 28,000 potential new voters per week so a closure was never gonna happen. That’s where the 5000 a day comes in.

The bottom line is the idea that this was border security is a freaking joke

“Under the new immigration bill, the Department of Homeland Security could close the border if too many migrants were showing up with asylum claims. After negotiators conferred with the Border Patrol and officials at the Department of Homeland Security, they crafted the legislation to give DHS the authority to close the border if they reached a seven-day average of 4,000 or more border encounters. A seven-day average of 5,000 or more would mandate a border closure. If the number exceeded 8,500 in a single day, there would also be a mandatory border closure.”

carjacking was very prevalent.
Then humans started shooting carjackers.
Then carjackings became rare again.

Used to be punishment for doing something wrong.

Today, do something wrong, (by decree of the majority of humans living in a space together)  it may be a slap on the wrist. Maybe you have Daddy send the SS to STEAL the proof. Could be it is "Whitewashed" by the some people in the government and made, 'Official"  that it never happened. Or the wrong doing is simply ignored, like, "I Never Had Sex With That Woman".
