 It's not a tax on US citizens.  There is deferred cost, but that cost is potential and not direct.  So no, a 10% tariff is not a tax on the American people, but it may incur additional cost to those people that choose to purchase those specific products.

 Many times tariff is to introduce cost so that money is spent in the US and not overseas.  Jobs!  Or whatever reason you want to accept for utilizing more US made product.  

 I would rather see tariffs than direct taxation on overseas commodity.  They are easier to manage and change which is important in such a drastically changing supply chain and quickly evolving global market.
