Why have so many people grown comfortable with rampant crime? Places in CA are allowing a shoplifting "allowance". No prosecution if the steal is below a certain amount. The prices increase for the paying customers if there is a built-in shoplifting tax. This practice teaches deadbeats that stealing is OK because they're #$%@# and eventually causes businesses to outright shutdown in certain places in order to survive. If Home Depot wants to give to charity, fine. They shouldn't be required to donate to shoplifters.
