The thing is, a bunch of psychopaths with way too much money and way too much power run non-government institutions like the WHO.

Then you get a layer of people who do everything to be as close to the big money as possible. Then you get a layer of people who do not want to criticize because they are afraid that they will lose their generous salary.
And then you get a layer of people who just do what they are told.

And then you get a layer of people who think they're doing a good job.

At the very bottom you have the people who work their ass off To have a life and like to take that shot, because they don't want to get sick and believe everything the PR machine says.

Meanwhile, one after the other scandal and evidence emerge. But yes, those psychopaths will never do the right thing.

So the whole mechanism remains until the whole bottom layer rebels. But they are herd animals.

And herds of animals think in safety by numberes, so only when the majority tacks, can anything change.

 Wasn't that mostly attributed to distance and mask-wearing?  I can't say for sure how much impact that would really have but I do know that areas with less shared spaces have fewer cases.
