Howcumizzit they don't have water? Seriously? How did that even Happen?

I erased it! Dang.. Anyway, went hunting. The report I found this morning just started off in the middle, and didn't explain how it started. So, in hunting the name of the city,I found a report that said what caused it. It started with frozen pipes in February. Can you imagine living with a problem like that for that long? That is a mess.
I'm not Sure they never got it sorted for a while, maybe they were okay for a while.. Seems like a long time to be fighting something so basic. Seems like the governor would get involved. Hell, more questions than I care to try to figure out.
