This is a very confusing article,.. it seems to say Shiff is doing something I wouldn't expect that would have allowed Trump to send the troops he wanted to but wasn't able to?

Also, within the article comes this quote...
“It should come as no surprise that Republican conspiracy theorists have misrepresented Rep. Schiff’s amendment,” Schiff spokeswoman Lauren French said.

So I'm not sure what they're saying.
