it's a tension gage for the belt, but don't use it because you'll end up too tight.

Versy is kidding,... that tool is the factory belt tension checker and it doesn't work well at all.
We use a 90' twist method, use  your fingers.

Neat looking doohickey though, huh?

It's brass,if you ever had a blacksmithing urge, pull the spring out and pound on. Sell it with your next load to the recycle place.
Or,keep it because it's cute.
