I wonder how much of this is even presented to the POTUS.  Obviously general policy is what makes bonehead things like this happen, but it's not like every procurement is personally signed by the President.

 This reminds me of everyone blaming Trump for every action the CBP did when most of it was in place long before he ever came into power.

 Yeah the CIA, FBI, NSA, DHS, they all are hiding purchases of baby formula from the President because that's the most important thing in the world for them to focus on right now.

 I'm saying this stuff happens by means of policy and structure, not a President signing off on every procurement of goods the Government does.  Thousands and thousands of purchases are made a day, theres no way the POTUS is briefed on all that.  I wonder if pallets of baby formula for ICE or CBP would even make the list of items to be briefed on, prior, to the backlash.  

 I think if Trump were in office the assumption would be that he was unaware.  And most likely he would try to set some order in place to require Government procurement regulations be altered.  

 But with Biden it's treated like this was his idea, and he slapped the shipping labels on the pallets himself.  I'd think most likely he was unaware, but wouldn't take what would be, to me, appropriate steps to keep this type of thing from happening like Trump would do.
