At the State of the Union address, Biden name checked a child there who represents a diabetes foundation or something, Biden notes that it was his birthday 'yesterday', then says, 'happy birthday buddy', and moves on.

This unremarkable event actually occurred but is the following reaction a true story, complete fiction or is a satirical clip from The Onion.

In a new clip from Fox news host Dana Perino, mentioning the above incident to a serious looking Carlson, and opining that Biden missed a 'moment for humanity', she loved the diabetes bit, but after Biden mentioned it was the kids birthday (yesterday) that he should have sung the happy birthday song.

Is this a true story, or is it a story from the onion, or did it just not happen.
