 It's called Compulsory Voting.  

 Google "Australia failure to vote" or any version of this and there are many examples.  Below is a search for "What happens if you don't vote in Australia":

(...a helpful person sitting behind a big list of names in alphabetical order by surname, first name, street address. So to get your name on the, 'roll',
one needs to prove they are a subject ?
(Or is it just 'say' so)
One needs to prove they have not done anything that voting would disallow.

to require a Person to vote in the US,
to PROVE they are a Citizen ?
