"Authorities" can't/won't confirm it is or isn't the same kid, but that doesn't really make things any better now does it? Maybe we got TWO warped little fuc**ers taking advantage of the "policy".

 I understand he took advantage of the policy, but I would say it is enforcement of crime that is the problem more than some cross-gender bathroom location.

The words, ‘look the other way’, do not have to be written in that, or any, Policy for it to happen.
