That makes the report I read about what the State Department is supposedly telling people asking for help getting out of Afghanistan pretty stupid. Supposedly telling them to leave Afghanistan and go to another country and go to the embassy. Uhh,,catch22?

Depends.

It is not uncommon for people fleeing a country to go to the nearest one, then get home. So if it is an issue of being stuck in Afghanistan, having zero methods of travel and can not make a land-crossing into another country then yeah catch 22.

If it is an issue of the US Embassy in Afghanistan specifically not being able to help, then yeah get to another one.
