Yes, I believe the majority were mailed. I seem to recall that you could actually print your ballot at home. Larry elder was never going to win without the main stream media treating him as a liberal black candidate. Had the parties been reversed everybody in the country would know Larry elders name and I believe he would’ve swept to victory easily.
