How to mount fender rails

Howdy!
Proud new owner of a 2000 savage.  When I picked the bike up the fender rails and sissy bar had been removed and given to me in a box, with some nuts and bolts.  I’d like to reattach it all but I’m worried there should be some washers to protect the paint.  Anyone know if I should use washers here?

No washers.
assemble the 2 rails and sissy bar together then slide them into place.
you can use paper to prevent scratching the paint.
