 The strategy was for the equipment to be left in control of the Afghan Government and military, not for drones to be left on the ground for anyone to pick up.  But it sounds worse if we say it that way.

 Perhaps in your time in Afghanistan you proposed better alternatives.

 How the process could have worked out differently I do not know.  We were well aware that total "enemy" counts could not be accurately done since there were so many sleepers among other components.  We knew we couldn't extract military aid we had already sold or given to another acknowledged government unless we have empirical evidence it would be compromised.  

 Could we have done a better job?  Absolutely.  Did we toss US owned military ordinance out for anyone to grab?  Not likely.  

 As for the President I could care less since none of them will run a strictly military campaign.  If Trump was in charge we would be getting complaints that we are still be bringing home dead and crippled servicemen.  Or more accurately this would have been done already but the Trump negotiation that completely left out the Afghan government is completely left out of this analysis.

 Trump agreed unconditionally to reduce U.S. troop levels to 8,600 by mid-July 2020 and totally withdraw by May 2021.

 But lets not talk about that part.

 Actually in regards to "unconditional" transfer of power the weapons would have stayed if they were not owned by the US.  This means Afghan weapons, even if they were supplied by the US, would stay behind.  According to the actual verbiage in documents and not the pretty sure's going on out there.
