 That's like saying if it is thought to be a "Government study" then it can't be true.  (Unless of course the information reinforces an opinion developed prior to evidence that supports it)  Then by refusing to look at the information provided one can keep falsely claiming government involvement therefore maintaining their observed reality.

 
 As for the link this is anecdotal.  It may be true, but it is obviously not true for every immigrant.  Is the race-card being over-played?  Yes.  Is one Chinese immigrant's personal experience enough to change anything?  No.

 I'd be interested in seeing if any program changes are enacted due to her logic or experiences.
