Handlebar Adapter

I found a springer handlebar adapter for Harley's that adapts 4-3/4" riser holes to "standard" 3-1/2" (link below). Does anything exist that takes the savage's 4" to the 3-1/2"? I'm working on a build and that would open up a world of possibilities as far as handlebars go.
