Trouble with air fuel mixture screw

When I screw my air/fuel mixture screw all the way in it doesnt make the engine slow down / rough idle, but when I back it out it will eventually hit a point where the engine starts to slow, I’ve been messing with pilot, main jet and spacers, is that normal for the mixture screw to do nothing when screwed all the way in?
I went up one size on both main and pilot jet, and have 2 washers on needle
I have a voodoo exhaust and ryca cone filtet

You need to post this in the Rubber Side Down section.
No it's not normal from my experience, screwing it all the way in should shut down the engine, if it won't shut down with the pilot all the way in then the pilot is too large. What size is it? Engine needs to be warmed up for 20 minutes to do the air/fuel mix.

Go for a good ride
Block up under the sidestand so it's as close to vertical as possible and not risk falling
Drop the idle down
Then adjust

If it still does not respond properly to adjustment after these suggestions then you will need to pull the carb and clear all jets and passageways.
