Oh I am pretty sure he was planning on exactly that - see the quick lawyer statements and immediate news feeds from PUSH Buffalo etc etc - Yea, definitely the plan, collect a bunch of $$$ and well he'd likely die of unrelated causes anyway pretty soon - so its just a $$$ grab situation for his heirs. His inheritance really.
