In India ??? Shelters don't exist. The homeless - well sadly they live on the street all year round. in fact they put their veshti (a white wrap type of thing) onto themselves like a blanket and sleep at night. Some foreigners that visited India in the 70's thought they were dead people who were left on the street overnight before their family members would cremate them the next morning or something.
South India is warm round the year, so only shelter you need is from the rain, and homeless people use store front sunshades as rain cover and sleep there. In India they never build anything without a 3-4' overhang to cover the doors/windows from rain/sun. So the homeless use that. There is a lot less homeless in the north because that part does get cold, and hence they cant do this. I guess those people either find some location and build themselves a hut or something.
In effect the homeless are the largest percentage of fatalities in this case, a lot of them could have other health conditions long before this appeared. They make and drink home made liquor or grow and smoke funky weed, all of which grows easily in India. I would echo what some people - especially black people like -

SFO has a crap ton of homeless. CA has a crap ton of illegals doing farm labor for pathetic 1/2 of minimum wage or less. IMHO, send the army of homeless to hunt the illegals down and deport them - as in give the homeless tip line numbers, find and call in and they get deported, pay them a "reward" $$ from the fines collected from the employers. Those chicken farms and almond farms etc etc either pay the homeless a proper wage to harvest/chop or leave the crap to rot. That may cost the customer an extra 10c or 20c or whatever, and effectively that saves the tax payer millions - as in you pay more for almonds and in return you pay a lot less in taxes or for the same tax $ you get better roads or better train service or something. That is at work well enough in India in cities that have low homeless populations but the South has always been a SFO like situation of sorts. They always had a slower economy - though there is no illegals in India. CA cant have 1000's of homeless and millions of jobs with either illegals in them or "cant find people".
